PHP & Composer & WebServer

Hi

So have bought PHP2020 and installed ( I have a good backup of my 2017 files etc) when I start it it wants composer, so after a read it turns out I need PHP, so downloaded that

Im on a Windows 10 Laptop, mow it seems I need a local web server so starting to get really confused?

So I think downloading PHP was right but now I need to setup a Web Server as well

Once the above is done done and Composer is installed do I need to keep the web server up and running all the time or can I just have it for when I generate scripts ?

Thanks. I was going to instal ISS Server as its available
With my Win 10. Assume that’s ok.
