enabled the encrypt username and passwords, once done unable to login in with the hard-coded account.
removed encryption option, and able to log back on.
is there something elsewhere that needs to be cleared or set?
Make sure that you have generated ewcfg.php and have not changed the encryption key (Tools → Advanced Settings → Encryption key for data protection)
