How to configure export in user permissions
It is disabled and the user can always export

How did you disable it?
How did the user export? There should be no export button, did the user export by URL directly?

Without export permission, there should be no Export button. Are you sure your user level permission are set up properly? Your image above did not show the table name. If the user goes to the List/View page of the first table (the one without Export permission), the user should not see the Export button, unless the user is administrators (i.e. the super admin or users of the Administrator User Level).
If you have server event which may grant more permissions to the user (e.g. TablePermission_XXX), double check your code.
If you believe your settings are correct, and you are a registered user of v2024, you may also send your project file, database and other required info to support for checking.
