In Global-Startup Script-Using PHP Code

In previous versions, I was able to use PHP codes such as "<?php ..... ?> in Global Client Scripts. I could not use them in 2021. I want to show data from the database in “Navbar-Link”, which will be valid on all pages. I could not do this from within Server Page_Foot. how can i solve the problem?
