and like to ask if there any Arabic file (XML) to make RTL directly.

Make sure that you create and use a language file with a RTL language (e.g. “ar-AR”).

I did that but my application did not flip RTL

Which language file have you created? Note that it must be an id that uses RTL.

Make sure that you create the language file correctly, Open in Xml Viewer (e.g. Google Chrome, Firefox) to check. Also make sure that you have specified the language file as your default language.
